MEXICO CITY (Dow Jones)--Mexico's national electricity regulator, or CRE, awarded last week a permit for a $200 million natural gas storage terminal to Cysda and Saltec International, the CRE said on its Web site.

A Cydsa spokesman said the project is still in the design phase, and the two partners will probably have to seek bank loans before starting construction

Their storage is still in design and unfinanced. Why was their permit given first even though we applied first and have financing and as far as I know the design is done also???

He is no fool who gives what he cannot keep to gain what he cannot lose.
