I do beleive that.
I don't think they want us to sell PDRs and flip them into more shares and convert again....so in a case where one of us tries that...I think our request may be denied.
I honestly believe they want the float fully converted to PDRs....so....they will always allow members in good standing to convert.
(I hope so)....I have a fairly large batch of certs I've been trying to get since 9-21 !! The delay was my brokers fault....(they told me I'll get them soon??)

This is all my own opinion....I don't have any info that not released to everyone else.
