AI-amex news= SAN ANTONIO--(BUSINESS WIRE)--Jan. 22, 2002--ATSI Communications Inc. (AMEX:AI - news) today announced it has signed multiple resale and interconnection agreements between its concession operator in Mexico, ATSI Comunicaciones, S.A. de C.V., and four other concessionaires and a CLEC (competitive local exchange carrier) in Mexico.

These new agreements are expected to increase ATSI's capacity to handle greater volumes of communications services, resulting in increased quality of service, least cost routing opportunities and improved efficiencies.

ATSI has signed a nationwide resale agreement with Telefonos de Mexico S.A. de C.V. (Telmex), which allows the company to originate and terminate communication services utilizing Telmex's network throughout Mexico. ATSI's concession license allows for this arrangement and direct interconnection to Telmex's network, eliminating the need for a third party carrier. Telmex is the former government-owned telephone company, and is currently the dominant provider of local and long distance services in Mexico.

In addition, ATSI has executed interconnection and resale agreements with numerous licensed operators in Mexico including Avantel, Bestel, Iusacell and AXTEL. Under the terms of these agreements, ATSI will have direct interconnection to these carriers for transport of communication services throughout their respective regions and networks in Mexico. The agreement with AXTEL allows ATSI direct interconnection to their local network in six Mexican cities, including the major metro markets of Mexico City, Guadalajara and Monterrey.
