a quick google search of 'Viacheslav tsnigri' comes up with a connected result.

a man by the name of viacheslav Pankov.

now i can't say with 100% certainty that this is the person who wrote this document, but he may be the person who translated it. he has a reference from Dr. Ivankin at tsnigri, and since 2002 has been the vice president of the Guild Of Ecologists.
