I think they probably sandblasted in drydock but every steel vessel gets rust. And whatever they used under the paint is gone where the rust has reappeared which is normal. I can say though that to just paint over a rust spot will not stop the rusting, that is what chipping, wirebrushing and red leading does. You have to chip out the rust and then brush it down to bare metal and prime it. The prep work takes longer than the painting does but I am not saying they did this paint job wrong. I only point it out if they ever have the time to take on the more obvious rust spots in the future.
