Some of what you see is them filling the order ONLY after they've gotten a seller to sell to them first.

It IS pure manipulation.

Bid .005
Ask .006

Someone wants to buy 100k at .006
They "buy" a sell at .0055 for 100k, resell it to the individual investor at .006 netting a quick profit, but often mark the lower trade second (instead of first).

Looks like:
14:00:01 .0055
14:00:00 .006

Thus, the "last" is .0055

How can they fill the .006 if they don't HAVE the shares until they take in the sell at .0055??

M/M/M (market maker manipulation) - that's how!
