Hmmm...lemmee first say that a rather considerable CTUM shareholder base is and was derived from here on IHub. IHub is THEE domain of the penny players. CTUM is no longer a penny player's stock. We're a Bluechip stock in OTC britches.
2). Since CTUM does not trade on any foreign exchanges, to expect EU investors to be jumping all over CTUM might be asking a bit much, especially since it is just as possible that EU investors avoid foreign plays just as much as many U.S. investors do (me, for one).
3). A paradox (?) apparently seems to exist, in that while we have opened massive doors abroad, we have not done so just yet, here at home, which does seem to indicate at least some level of arrogance on our (American) part.
4). Who's to say the news even circulated over there, to the extent we are imagining it did?
5). And then of course, it's the holidays, where people tend to spend their profits, rather than to re-invest them.
There are more than a few possibilities and all we can do is either wait it out, or move on.
Personally, if I were one of the first people to take a ride in a new-fangled contraption called the automobile, I'd invest in it and wait it out (knowing that one day, the masses would all be using it), even if it took until Henry Ford days before the concept blew thru the roof.
