Because if he bought at the ask 2 million shares we could see it happen. This way buying at the bid we cant show that he is not buying.
Got to make you wonder why a so called long would not like to raise his price up 2% to .015 and give the stock a new base. He obviously thinks the stock is heading down to meet his order.
