Bellum omnium contra omnes, a Latin phrase meaning "the war of all against all", is the description that Thomas Hobbes gives to human existence in the state of nature thought experiment that he conducts in De Cive (1642) and Leviathan (1651).
In any case, 18th century philosophers have their limits in the 21st century. Families, tribes, and governments develop rather naturally for the social nature of the beast. It's more a war of tribe against tribe than all against each other. I rather prefer the politics of Swift.
