That's all beside the point. What I'm getting at is that regardless of who made the loan, certainly there had to have been market research included in the business plan that the bank must have required prior to granting a loan.

I can't imagine that just because these loans are backed by U.S. governement entities that that all they had to do was show up and say "Excuse me, but I'd like $13 million dollars in loans to make a drug for sickle cell disease patients who have no money please" and viola!
