That seems plausable with one exception to me. If the hydroslotter and NO2 are such great things why would WRNW have to issue the entire remaining authorized amount of 4B in order to get this done? Just because they are A/S doesn't mean they have to all be used for this, IMO. There has to be some inherint value in DVFI already that should be taken into account.
