I don't think the new short rules will have much effect on stocks. Haven't yet. Shorts will continue to bypass the rules just as they have in the past. But a buyout / tender will FORCE a covering. There will be no way for the shorts to shuffle around this. The short issue will need to be resolved in actuality when a buyout / tender occurs. IMHO
