The big players generally have patent cross licenses that allow design freedom. Particularly, Intel has patent cross licenses with IBM, AMD, Samsung and many others. Therefore, the big players are free to use patents, conference papers and other material as research sources without concern for patent infringement.

Because of the large cost for R&D, patents in the semiconductor processing field are are pretty much limited to the large players who are all cross licensed with each other. So as long as you trade your patents, you are a member of the club and design freedom is the rule.
