Comments:US War of Independence. 14 October 1782, HMS London (98-gun)together with HMS Torbay (under the command of Gidoin) and the sloop Badger (14-gun) chased two French warships, Scipion (74-gun)and Sibylle (40-gun) off San Domingo. When Scipion raked HMS London, a tiller rope was shot away, and London all but fell on board Torbay, which was firing on Scipion’s port quarter. This gave Scipion time to escape although she eventually struck a rock whilst anchoring in Samana Bay and sank.

The big question is why were the English ships lying in wait for the Scipion?

Where was the Scipion headed and why was it travelling with only one Frigate?

Why did the Scipion have so many soldiers aboard?

What was the manifest of the Scipion at the time?

Why did the French search for the Scipion for so many years?

These are the questions to speculate over and research. I think a lot of these answers will be coming out over the next few months as they recover the ship. According to other salvage operations I've researched the recovery could take several years to answer all of the questions...I look forward to seeing how it all turns out in the end...
