It is partitioned separately and not even run under a 64-bit OS.

It is partitioned separately only in your mind's eye. In
the silicon all that nasty old stuff and the new stuff are
intimately entangled right down to individual logic gates
and circuits.

It is not needed and can be jettisoned in a future version of the processor.

An AMD64-only processor could be designed and it would
be simpler than the existing K8. But it would no longer be
an x86 compatible processor. If you don't think that is
an all-important issue for AMD then you are dellusional.
