I dont think so.. if they thought that they were going to not need the financing- ie. finding diamonds, or getting other funding (JV etc).. they would not seek the tranche.. that has to be done through an Inv. bank and fees must already have been paid- sorry.. and how are they paying.. with more shares to the Inv Bank or Cash (if the former then, watering down shares even more)..
