For years people had a way to sell stocks that they never own,its called nakid short selling,hoping that the price per share goes down then they'll cover, still making a profit.or hoping that the company goes bankrupt not paying anything at all.now the new rule witch it's called the grandfather clause give short sellers a time frame to cover thier shares with before they took there sweet time doing or not at all.this new rule took effect on OCT.15TH 2007
