xsurfbum, that's an interesting observation. I don't really pay attention to where the PPO is when the 200MA is ready on the 15 min chart.

On the 15 min chart, you'll use that as a buy confirmation, when the price breaks the 200MA on above average volume. Also when the RSI 5/2 push above 50 & 70 on 15 min.

On the daily chart, it's best to see the ADX above 50, and WLM below 30.
