I could give you an ENABLING CONTRACT that gave you exclusive permission to build the world's tallest building in most beautiful downtown Bumphucqe, Nebraska - solely for the provision of low-rent residential and commerical accomodations for the GLBT population, to the exclusion of all others....!!!
However, if I never give you a purchase order, a Notice to Proceed, or fund the project - or if I make it contigent upon dues receviable from every gay bar, interior defecator, and same-sex boutique in the country - all you have is a pretty piece of framable paper.
Frank has a contract (..piece of paper..) that is bloody well meaningless until he gets TW's "...SUBSIDIARIES..." to order the programming - which will be piped through T-W central.
Capice.....!?! No launch = no signal (i.e.: NO BEEF), no Subsidary orders = no money, no money = no funny, and situation is SNAFU as usual for 5+ years.
Query of the day: "............WHERE'S THE BEEF............."???
