Hello doubledip. I will take a go at this question as I saw Pedro today before he went to the airport to head out to Spain later today... I was curious about the statement as well, and your follow-up question to DS, so I discussed this with Pedro and he explained to me what has happened. To summarize in brief what he said:

The issue stems around America I... America I is made up of Cuba, Jamaica, the Caribbean and the Lesser Antilles.

Recently the Ambassador of Cuba, while speaking in front of the UN General Assembly made comments regarding its desire to give up its National Sovereignty as well as its Flag if Cuba could be allowed to become part of the Panamerican Union. The UN responded that first of all such a proposition like that does not, and would not be implemented overnight, if it were to be implemented at all.

At any rate, Pedro was not pleased at all with the remarks made by the Cuban Ambassador because in no way does he wish, desire, or want any country to give up its National Sovereignty/Flag. That is not the purpose of the Foundacian, and what is more, Pedro does not want to in any way convey the wrong message that this supports his idea (s) as to the meaning of "sense of belonging," because it does not.....
