"05/08/07 -- North West Oil Group Inc. (PINKSHEETS: NWOG), together with the JSC "North-West Oil Group" (Russia), developed and presented for the consideration of the Ministry of Oil and Mineral Resources of Syria the technical and economic feasibility study for the preparation of the contract for the construction of the refinery without tender."
They way I interpret this is that the plans to build refineries exists but the project is not yet realized.
On a previous PR NWOL claims this would take in the neighborhood of 5 years.
