Persons intending to enter into China sourcing must obtain importing licenses from appropriate agencies by meeting the requirements. This doesn??t mean that U.S. Customs Service requires China sourcing party to have a license but other agencies may, depending on what is being sourced.

If you are China sourcing toys, sea foods, birds or animals for example, you need to obtain licenses from departments like pollution control and safety, and Department of Agriculture - particularly the Animal and Plant Health Inspection Service, Plant Protection and Quarantine Program etc.

Import license for China sourcing is issued upon payment of requisite license fees. You can initiate licensing procedure upon receipt of a copy of the End-User Statement either through facsimile or physically. This statement is no license in itself for China sourcing as long the receipt and retention of the original statement is in your hands.

End User Certificate for China Sourcing

In cases such as you are China sourcing for others, you are required to apply for the license under ??Ultimate consignee and Purchaser statements?? within 60 days of receiving a communication from the BIS authorities. However, note that subsequent license applications for China sourcing must be supported by the first license or this import End User Statement within 6 months of the date signed.

Your request for Import Certificate must be only those items that are controlled for national security (NS) reasons. It is mandatory for the end users to have obtained an end user statement for each item listed in the license application, especially for China sourcing 748.9 (c)2.

Multiple Use Certificate for China Sourcing

For China sourcing, the license or the End User Certificate may be availed for multiples uses and multiple items. A multiple China sourcing license is permitted provided you certify that the total of individual items for which licenses are sought don??t cross the total permitted by above certificate.

Having accomplished this, you must get your facility inspected for compliance which requires you to pay the appropriate fee. As a China sourcing trader, it is your duty to determine the appropriate classification number of the merchandise you are sourcing from China in each consignment.

For anyone aspiring to China sourcing for domestic distribution, a huge amount of self motivation and patience will be essential in order to complete the requirements and to deal with the multilayered bureaucracy. But having eyes fixed on China sourcing, nothing can probably deter you, not even the political implications, nor the license fees.
