I think CEGE’s CEO is just playing word games by saying that the interim analysis will be based on the HR. Since the interim p-value follows directly from the interim HR, there is nothing unusual about CEGE’s interim analysis, IMO.
Agreed. (Although I wouldn't have described the CEO's words as 'word games' - just the standard attempt to turn statistics into laymanese.)
