The problem with flying on that "..contract.." bit, is that many companies that have contracts with other companies never execute on them.
Example: Lots of Contract Technical Personnel Services ( Job Shops ) who provide engineering talent to major corporations like Martin-Marietta Aeorospace, 'Boing-Boing' Aviation, IBM, P&G, GM, Ford, etc., will publish a blurb in CEWeekly ( a trade paper ) saying "..they have a contract.." with the particular client for a HUGE new program. However, in the long run, they may never place a person on the project for numerous reasons; i.e.: not really in FAVOR with the client.
QBID's deal, as I understand it, is that TW will pump their signal through the magic light-pipe "if" and "..ONLY IF.." the distributors they service ASK for it based on customer demand. Post-TitGate there may not be a tremendous drive to add new fringe programming, which of course is secondary to QBID doing a LAUNCH - that we've benn waiting how long for now....................
