Well Tex, Title 17 of YOUR Copyright Code is indeed enforceable within your boundaries, but not within those of other European countries and Canada.
Someone I'm sure could make the case that I could face a civil suit for downloading a movie off that site, but then again it's for my own personal use and I'm not sharing it via Bittorrent, ripping to DVD and pirating the stuff. The latter is of far greater concern. Not much different than if I were to buy a DVD in a store and then rip copies for distribution.

Those being sued these days for copyright infringement are those sharing music and movie files with others for free and I don't do either.
