I do not know who OTI (Gillette, Wyoming) is but it might be related to oil field workers but that would be pure speculation on my part and if I heard correctly.

In the oil & gas sector... take off-shore rigs for example. If you test positive for anything your azz is toast and off the rig. No one wants you after that. The Jones Act does not apply to offshore oil rig workers and so a broken arm could bring a million dollar suit. On shore the work is just as dangerous and the threat of a "high" worker could cause a lost time accident. A lost time accident on a drilling rig is a killer to the tight time tables kept. Think of a welder that is "high" doing a hot tap on a section of oil gathering pipeline....BOOOOOOOOOM. I was an electrician with the 716 local at one time, there are party animals in the construction world...
