Yes rules are meant to be broken. And I'm sure they are going to find a way to Make money on this too. That's just what the big dogs do. But they won't make as much as the were making. They do HAVE to buy back. And they will not be able to short a company out of business, which is what they have been doing over the years.

All stocks have this problem. Big and small.
All stocks will begin to get healthier as time goes on.
