That is not legal. A "buyer" can only purchase up to 10% of the outstanding shares. It is monitored and illegal to buy more.

You must be confused. Any legal entity can buy as much of the equities of a company as they want. At 5% ownership you file and at 10% you file again and become a restricted owner. Meaning you can no longer sell without a form 144. However, there are no restrictions for buying more.

All this applies to companies with equities registered with the the SEC. DMTN stock is not registered and DMTN is not even a proper PinkSheet company. Their stock is still in unsolicited status. Meaning the no MM is even making a market in DMTN stock. It's all driven by real bids and sells
