I've been using myIE2 browser for over a year now.

http://www.myie2.com/html_en/home.htm

It puts all my open browser windows in one tabbed window, lets me "un-close" closed windows, and blocks popups. (Among many others features that I don't use)

I highly recommend it as an Internet Explorer substitute.
