Guy on the phone told me that it is to ensure that it is actually you trying to trade and there wasn't a security breach and an imposter has hacked their system. A pain yes, but I suppose in this day and age needed.

Make a phone call, ask for internet rate, put in the buy order at .0001. Then modify from there when in your account. Takes about 3 minutes.
