Sort of, but essentially what you are doing is allowing the broker to cover your trades while the funds are settling. This allows you to avoid waiting for trades to clear.

You *can* use stocks that are "marginable" as leverage to buy more stock, but you don't have to.

It's nice because you never have to wait.
