Interesting to note how a lot of posters all of sudden became Architect/Civil engineers all of a sudden.
The engineering requirements for process plants such as this are all compiled in the UBC (or nowadays the IBC). For instance a quick look in the UBC will tell you what the basic design wind speed at ground level is for this location (Opp).

Leave the engineering to those who knows what the hell they are talking about
