As relatively low as the throughput rates are on those devices on the peripheral busses compared to memory or other processors on HT, that's probably still going to be the primary issue, not the latency involved with those devices, wouldn't you think?

Yes I do think you are right here. The latency increase for having to hop through a PCI Express to HT tunnel is going to be insignificant, and may be made up for somewhat by having a much faster on chip northbridge. Bandwidth is the key here anyway. Any PCI Express device that needs low latency memory is going to have its own local memory specialized for that (like a video card). System memory will only be needed for the high bandwidth stuff, and HT is at no disadvantage here.
