IIRC, such cross-license agreements already exist and have existed for quite some time. Am I correct?

You are abolutely correct. The Intel cross license allowed IBM to become a foundry for Cyrix that allowed use of Intel's X86.

Foundry customers know that Intel patents can be neutralized by using IBM as a foundry. So if you have a problem with Intel use IBM's high cost foundry service to avoid Intel's patents.
