You really can't read anything into the action of the EU Commission to grant an extension of time. Extensions for a response of this character should be almost automatic. Intel's response here is far more than just an answer to a complaint in a law suit.

The response will present detailed information on Intel's business practices and arguments about how the practices are pro-competitive. It will also challenge the accuracy of at least some of the EU's findings.

The only thing surprising here is that it took so long for the Commission to reach a decision.
