Am I the only one that sees something wrong with this sentence?

Is it restricted stock or is it common stock because I've never heard of restricted common stock...if it's restricted and was in escrow then there is still ~950 million O/S

I think most people will be waiting for an 8K....I don't see new share structure declared...just a hopeful sentence about Shareholders being happy
