Yes, that's my view on it. My jaws dropped when I ran into all those. Those are just the ones that matched my query. No telling how many more are experiencing the same problem, but just used different keywords to describe it.

I just applied two suggestions to the site and rebooted.

One looks pretty convincing and describes our problem perfectly.

Oh, among other things, I've turned back on the mail system for e-mail lists. That definitely is not the problem.
