I think he's saying that bug report rumors suggest Leopard needs to wait for a significant update before being used. He's taking the pessimistic view on Leopard and 1.0 software/hardware. Given Aperture and the new iMovie, this doesn't sound the least crazy.

My own reading on Leopard stability rumors run both ways: not ready for prime time, and awesome/stable/ready. The truth? Who knows. We'll find out in (late) October.
