1. I2 was never meant for the Xeon market, think big iron...

You may actually be right about that. But Intel started the Itanium project at the time it was not entirely clear that the the high end stuff is disappearing, the market is being consumed by Xeon.

2. Granted, APX32+64 bit extensions is not a redesigned 64 bit Pentium 6, but, do you REALLY believe that Intel would design 64 bit extensions without having an OS in the bag?

Yes, Inte has done it with every processor release. OS always comes later.
