A recent report on the state of global e-government by Brown University saw Vietnam jump 36 places to 90th.
Brown University’s e-government studies have been released annually since 2001. This year, researchers surveyed 1,687 government websites in 198 nations during June and July.
Asian countries and territories continue to dominate international e-government ratings, taking three of the top four spots.
South Korea earned the top rank, followed by Singapore, Taiwan, the United States, Great Britain and Canada.
Of the ten member countries from the Association of Southeast Asian Nations (ASEAN), Vietnam ranks fifth, after Singapore, Malaysia, Brunei and Cambodia.
The researchers evaluated government Web sites based on two dozen criteria, including disability access, the existence of publications and databases, the presence of privacy policies, security policies, contact information, and the number of online services.
By evaluating these criteria as well as other features, including PDA access, user fees, and foreign language translation, each country was rated on a 0 to 100 point scale.
Vietnam scored 51.1.
Surveyors found that 96 percent of government Web sites have online publications and 80 percent have links to databases. In Vietnam, the respective percentages are 89 percent and 100 percent.
Twenty-two percent of Vietnamese government Web sites provide online services compared to the 28% world average.
In Vietnam, 56 percent of government Web sites offer areas to post comments (other than through email) and 21 percent allow citizens to register to receive updates regarding specific issues. The respective world averages are 42 percent and 21 percent.
Around 33 percent of Vietnam’s government websites facilitate disability access compared to 23 percent of the world average. All Vietnamese government web sites have foreign language features that allow access to non-native speaking individuals while the world average is 62 percent.
However, none of the Vietnamese government web sites have visible statements outlining what the site is doing on privacy and security. The world averages are 29 percent and 21 percent, respectively.
