IMO, you are reading it wrong. Keating and his financial group collectively own in excess of 84M, and per the filing, ALL of that is restricted. That is why there is a difference in the outstanding versus issued (15M+). That 15M+ is what constitutes the current float

Don't Drink It, just Sip It....then move on to the next play
