In separate story, TN cites Ed. Min. Maria de Fatima Leite acknowledging Govt doesn't have funds to pay scholarships to "hundreds" of students abroad. Appeals to parents to share tab.

Says Govt some six months, USD 3 million behind in stipend payments, leaving many students facing difficulties at universities in Portugal, Brazil, Morocco, Cuba and Mozambique.
