The point is that these are experts who know what to look for and what questions to ask.
They are not just compilers of information.
I see the Panel Report as an excellent resource for investors in alternative energy
[at the scale suitable for cars].

I learned a few things about GAIA/LTC by reading what the panel had to say about them.

(1) LTC is largely owned by a Dutch venture capital firm.
[I had no idea.]

(2) LTC/GAIA’s proprietary extrusion process has potential to reduce production cost, simplify scale-up, and reduce environmental impact.
[I had overlooked simplified scale-up as an advantage of LTC’s process.]

(3) A 10-fold scale-up will be implemented at the Nordhausen facility within a year. A production plant representing another 10-fold scale-up could be built on site within less than 2 years if justified by demand.
[I previously did not know the extent of the proposed scale-up.]

Note (I): The site of the scale-up [Nordhausen in the panel report] could now be different [The Netherlands as suggested in the letter from the CEO dated July 30].

Note (II): The report was delivered this summer, so I interpret “within a year” to mean “by sometime next summer”.

Note (III): I interpret the wording to mean that that the second provisional scale-up will equal the first scale-up in capacity, for a net 20-fold scale-up.
