Why has there been Accumulation ?

CMF has been positive since August 20th! Around the time the R/S was announce in Europe?
And I see the BB bands getting closer .

I can see a R/S 10/1 after the PPS is over .30 cents but, a 100/1 This is ridiculous!

It just doesn't make sense!
