No lex, it does not reflect that "fact."

He may only be positioning himself to sell if the SP rises enough to warrant.

If an insider is actually "trying" to sell, the register and then sell. That is trying. Or, they just sell and post register the sell.

By registering repeatedly, on an ongoing fashion, for a just incase the price rises enough to warrant, and NOT selling, is not trying to sell. Again, it is only placing oneself in the position TO sell, should the sp reflect a proper level.
