of course it will, it always has. But it has to a threat of hitting US coast. Not Mexico or Central Mexico. Just the anticipation of a Hurricane hitting the US coast will drive hurricane plays. Lets give Ingrid a chance until sunday to have an idea, selling now does not make sense.
