"unfortunately, to power required to generate the radio waves is far greater that the energy given off by the burning hydrogen. there is no such thing as perpetual motion. someone is getting scammed."

That's not "perpetual motion" or even analogous to it. That's no different than saying striking a match to start an oil fire is perpetual motion. The issue of whether it takes more energy to strike the match than the energy created by the oil burning is a separate matter.
