Most Russians come here and work for free. It is business experience in the US of A for them, worth a fortune to them when they get home. These tourist traps make them managers and they go home with it on their resume, one store here had 30 managers last year, all worked for free. If I had jobs that did not require being able to speak English, I would hire/get some. If you ever eat Mackinaw City or Mackinaw Island Fudge, it was most likely made by a Russian working here for free.
