Speaking of capital gains vs income tax, is there a good site to go to where I can learn about about how to use one vs the other and/or when either takes effect?

I know there's a difference depending on how long you've held the stock but does federal income tax supercede the gains tax at any time and do you still have to pay your state income tax regardless??

Sorry for my ignorance, I really do want to learn something new.
