I think the key words are, "authorized but unissued". The company simply wants the wherewithal to complete deals if they're available. For instance, they could aquire another company that has developed a delivery system--imagine the combination!--by issuing some of these shares as payment. In this case our stake in the company would in some sense be dilluted, but of ocurse the 'company' would now be larger and more valuable. If the management makes good business decisions (and aquires companies for a fair price) then there shouldn't be any decrease in the share price as a result of such a transaction.

To me, this request has a hint of pending deals in it.
